Service Line Initial Inventory

The purpose of a Service Line Initial Inventory for a water district is to identify and document the materials used in water service lines that connect the water main to individual buildings. This inventory is a key requirement under the revised U.S. Environmental Protection Agency Lead and Copper Rule.

The inventory serves several important purposes:

  1. Identify Lead Service Lines
    • Determine which service lines contain lead, galvanized pipe requiring replacement, non-lead materials, or unknown materials.
    • Assess potential sources of lead exposure in the drinking water system.
  2. Protect Public Health
    • Help water districts prioritize replacement of lead-containing service lines.
    • Reduce the risk of lead contamination in drinking water, especially for children and vulnerable populations.
  3. Regulatory Compliance
    • Meet federal and state drinking water regulations.
    • Provide documentation required by regulators and demonstrate progress toward lead service line replacement goals.
  4. Asset Management
    • Create a comprehensive record of service line materials and locations.
    • Improve infrastructure planning, maintenance, and capital improvement programs.
  5. Customer Communication
    • Inform property owners about the material of their service line.
    • Increase transparency regarding potential lead risks and planned replacement activities.
  6. Support Future Replacement Programs
    • Establish a baseline inventory that can be updated as more information becomes available.
    • Guide budgeting, grant applications, and construction planning for service line replacement projects.
